Training of Higher and Lower Local Councils in Northern Uganda

In February 2021, Uganda concluded the election cycle and new leaders were elected into various positions of responsibility across the country. Several leaders at Higher and Lower Local Government assumed office for the first time in these positions. The new leaders have entered into a social contract with the citizens who entrusted them with the mandate to represent them and therefore leaders need to understand their core roles and responsibilities in the governance of their respective local governments. Since governance concerns practical matters, such as whether children will learn in properly constructed classrooms, whether drugs are utilised well in health institutions, whether funds allocated for poverty interventions reach the ultimate beneficiaries or whether leaders are accountable to the citizens, training local leaders in accountability and governance is paramount to contributing to democratic and inclusive rural development. Through the SPACE project, KAS and regional partners are supporting councillors within the action districts through capacity-building.
